Under the New Roads and Street Works Act, individuals working for utility companies are required to be fully trained and qualified to carry out work on highways and roads. It is designed to standardise all forms of highways work and to ensure that local authorities and companies co-ordinate their work activities. The outcome of this is the avoidance of unnecessary disruption caused to road users and the general public, along with improved road safety.
NRSWA training is appropriate for any company or individual carrying work on the UK's roads and highways with the aim of: ensuring safety, protecting the highway structure, giving respective counties extra powers to police highway works, ensuring journey reliability times and minimising inconvenience to road users and the general public.
It is a legal requirement under the New Roads and Street Works Act 1991 that companies and people whose work activities involve the excavation and re-instatement of any public highway in the UK obtain suitable NRSWA training and qualifications. The New Roads and Street Works Act stipulates that a qualified Operative must be on each individual site at all times. In addition to this a Supervisor must be available to visit the site at least once each day.
NRSWA qualifications are typically sought after by potential employers seeking to appoint contractors to carry out works including the excavation or reinstatement of the highway.
Training is delivered in a modular form with a range of training units being carried out depending on the candidate's role. These main areas of competence include The monitoring and reinstatement of road surfaces and sub-layers, signing, lighting and guarding, the location and avoidance of underground apparatus and the excavation in the and monitoring of the highway.
All qualified candidates leave their training with City and Guilds Certification which leads to their registration with SWQR, (Street Works Qualifications Register). SWQR registration is available for combinations of units dependant on individual requirements. Prior to attending and training, candidates should consult with a course provider to identify which units need to be studied in order to gain the required certification.
Individual units are assessed through a combination of written exams, oral questions and practical observation. Supervisors will be required to take part in an additional task through which they are assessed while observing an Operative carrying out a practical assessment. The completion of selected units will require the production of sketches and candidates will be asked to carry out risk assessments.
